i have just downloaded cpu-z and its saying my DRAM Frequency is 560MHz but the ram inside my pc is, OCZ Obsidian 4GB (2x2GB) DDR3 PC3-12800C9 Dual Channel.

i dont know much about ram but im sure its ment to be running and 1600MHz and not 560MHz.
if it is wronge how would i change it to run at 1600MHz?
 
The RAM is DDR (double data rate), so the actual RAM speed is currently 1120MHz.

This sounds like a motherboard default frequency to me. You will have to manually increase the memory multiplier in the BIOS to get it to run at full speed. You will also want to ensure that the RAM is running at the specified voltage and timings.
