Is this stuff OK for a replacement MB / CPU on a cheap system?

A friends PC motherboard fried (pc no longer switches on, and I tested everything else and it works fine, it just won't boot in the Motherboard and with the CPU from the PC), and they don't need anything fast, just web surfing and MSN machine really.
