While clearing out some junk I noticed I had a program labeled redist installed. I never installed it (knowingly), and google yields nothing so, what is it and why is it here

Its impossible to say from that screenshot.

Right click on the title bar, where name & publisher are and click More, then tick Source and Location options.

That should tell you where redist.exe is on disk, and give the path which might well indicate if it's good or bad.
