Cypher, an American team made up of the remains of USF1, who claim that their aims are to join the grid and will only do so once they feel they have the necessary budget so as not to embarrass America. The team has expressed interest in American driver Jonathan Summerton.
World Series by Renault and former Le Mans team Epsilon Euskadi expressed an interest in re-applying for F1 after being eliminated in the first round of 2010 bids and when Toyota withdrew. Epsilon have since received the backing of Caros Gracia, president of the Spanish Automobile Federation.

Former Williams driver and 1997 World Champion Jacques Villeneuve will follow in the footsteps of fellow former World Champions Alain Prost and Jackie Stewart in establishing his own team, to be known as Villeneuve Racing. It was later confirmed that Villeneuve was collaborating with Italian outfit Durango, who were forced out of the GP2 Series due to financial problems. Durango later declared their intentions of appling to join the Formula One grid after finding investors who were interested in fielding a Formula One team before announcing their association with Villeneuve. Under the terms of the arrangement, the team would be run by Durango under the Villeneuve name, with Villeneuve himself fulfilling driving duties.
