How do ISP's limit bandwidth?
The reason I ask is because I tried two different services with my ISP. In both cases the tests we carried out with the service unloaded. A 300Mbps service had 11ms latency to various test sites, and the 500Mbps has 8ms. Not only that, but the stability of the latency when loaded to 90% was considerably improved with the 500Mbps service. This struck me as very odd, and must come down to the way that the ISP is limiting bandwidth? Or is there some other reason? Or am I being stupid?
This test wasn't just done once, either, I've carried it out many times over a year.
