ISP Throttling?

Hi.

I'm curious.

Is it a sign of ISP throttling if videos on Youtube are constantly buffering, STEAM downloads are grinding to a halt, then I open NewsLeecher and the speed on that is 450kb/sec download, which is very fast for where I live.

Or is it a sign something is wrong with my router?

897kbps, so 0.9mbps internet connection, that's like 90kb/sec download?

Yet in usenet I'm hitting 470kb/sec which is like 4mbps.

Why does usenet never get effected by their shaping?
