If you're using a BT IPStream based ISP, you're essentially completely stuffed on that front. There're aren't any at a price you'd want to pay - unless you count AOL (which is a long term contract).

As it costs the ISP £100s a month to provide an 'unlimited' service, you're not going to find one at ~£30. All that have existed in recent time (e.g. Evolution DSL, Ace Internet) have all either gone bust or introduced small caps.
 
Eclipse do a month-by-month rolling contract, but like everyone else that does it, you have to stump up the connection fee.

And you will not find any "unlimited" suppliers these days. Eclipse are pretty close, the monthly cap period is only in effect between 6PM and Midnight each day. The other 18 hours, download what you like:) I do!
