Issue posting after Windows 11 install on new build

Hi,

I've just helped my brother with his new build today but we've ran into an issue that i'm hoping someone here can help with!

I created a bootable windows 11 drive for him using the official Windows Media Creation Tool and he seemed to be installing it fine, it got to 100% and restarted a few times as it usually does. He never actually got into Windows and now when it posts it seems to restart twice before getting stuck on a black screen when DP cable is plugged into GPU or stuck on the Mobo splash screen if the DP cable is plugged into the Mobo itself. When it gets to the Sapphire splash screen there seems to be a loading wheel that's stuck which I feel may be relevant here.

We've since removed the GPU and checked all power connections (24pin and CPU) that seem ok but get the same issue. I don't have access to the machine again until tomorrow so looking for advice on next steps to troubleshoot.

At a guess I would think the following in no particular order:
  • Re-seat CPU cooler
  • Remove CMOS
  • Try one stick of RAM

- Sapphire Pulse B850M Wifi
- WD Black NVME SN850X
- Crucial Pro 32GB 6000Mhz
- MSI MPG A850G
- Thermalright Aqua Elite v3

Make sure the RAM is in slot 2 and 4. Is EXPO/XMP disabled?

Is the Windows 11 USB the latest?

Is secure boot and CSM on or off?

Any chance to try HDMI?

The BIOS itself has a loading wheel? Is that not Windows?

RAM was in the right slots and looked for all the world like it was seated correctly (it wasn't). Only noticed as it let us into the BIOS once and while it said both slots were occupied, the total RAM was 16 rather than 32GB. So tried 1 stick to rule out one being faulty and now back to 2 sticks and it's reading it correctly.

Yeah, just on the sapphire splash screen. When it's working you dont see it for very long mind!
