Issue with second monitor

I have this issue at my dads house which is, he is using an asus 19" monitor, but has a Panasonic 32" tv and when i put the vga cable into the tv the screens goes black, i have tried 2 vga cable both work with the monitor, the weird thing is when the computer is starting up on the TV the bios screen comes up and so does starting windows screen butwhen it should go to his home screen the images goes any ideas of what it is

p.s it has worked in the past

pc spec are
i3 2100
xms 3 ram
built in vga card
gigabyte H67m-ud2h-b3
 
Perhaps it's a resolution issue.

What's the native resolution of the monitor?

What's the native resolution of the TV?

If you supply the make and model of both we can have a look at the specifications.

The BIOS screen is quite low resolution so perhaps the monitor and TV are both OK to display it.
 
VGA output probably does not support the refresh rate of your television. They support a refresh rate 75mhz max. Is it a plasma tv?
