Issues with PSU and system

I have been having issues with my system recently, the first issue I had was the system completely froze and failed to turn on properly before causing the breaker to flip. The system sometimes takes a while to POST, the fans spin up and then the tone drops before repeating, on one occasion it took around one minute before POSTing. The temperatures on the system also seem very high, I have a Q6600 and I use to run it at 3.6Ghz at less than 70'C, but now I have getting 83'C at stock. The GPU is also having issues, its an HD 4870 and recently it has not been running at full clock speed when the temperatures are lower than when its running normally and with the fan not at 100%. it might be unrelated but I have stress tested the GPU and strange things happen. For instance the clock speed started off at 500Mhz, the temperate rose to around 110'C and after a while the clock speed increased to what it should be and the temperatures started rising further until it hit 120'C with a memory temperature of 131'C before the system powered off. I have my doubts that the card is running that hot and it is evident that the decreased clock speed is not temperature related. I have also been having BSoDs with a message coming up about video TDR playback or something of that nature.

What is causing the issues, I have having to use such an old system because of issues with my main system. The PSU is an AX 860.
