Issues with Sky internet or my own problem?

I live in a house with 5 others. Of those 5, 2 use it quite a bit. One guy for his PS3 online, another for downloading every so often and me - mostly CSS. Normally its fine and i get pings of around 60-70 but lately it struggles to get to 200 if my mate's computer is turned on.

So questions, could there be a setting or something wrong where my laptop is slowing down due to my mate's computer being on? Anything we can do to speed it up? Or is it Sky just playing up? I'm located in SW15 and i do need to enquire about upgrading our speed as its currently 2mb.

If decreasing the ping from sky (mine is currently 30ms pinging google.co.uk) doesn't it also decrease your connection speed?

eg. I'm connected at 8mbit atm.....if I ask sky to decrease my ping times, will it not decrease my connection to say 7mbit as well?
 
Not really...

Higher speeds usually give lower ping times, just because the quality of the connection increases.

The real question is what sort of material the signal has to travel through, and how far away it is.

I'm basically cat5 ethernet for 20 yards to a server, then fiber to anywhere in the world (uni connection) - I get 5ms ping to almost anywhere in the UK, but I can never decrease it to american sites just because it's travelling as fast as it can.
 
If it only happens when your mates PC is on, he could have spyware/virus uploading, some file sharing app opening on Windows start up, or one of the iplayer or similar ones that also upload in the background..?
