Issues with static pressure fans

I am finding that static pressure fans, when used without radiators, are susceptible to annoying humming sound when running above 1000rpm. I've seen the same result with Noctua Industrials and corsair sp120 pwm. Strangely, if I use them as intake in my Parvum case them the noise is unbearable, but if I switch them to extract they go almost silent (until over the 1000rpm).

What I'm looking for is fans to shift air at around 1500rpm without a loud humming sound. Any suggestions?
 
If its the sound of the air moving through your case thats annoying you, then it wont matter what fans you use. Have you tried just sitting the fans on a desk and turning them up to see if they still make the humming noise?

1500rpm is very fast, do you really need to shift that much air? I try to keep my fans between 300 and 1000 rpm so they stay quiet.
