Issues with Trident Z Neo 3600MT/s CL14-15-15-35

Hi everyone!
I'm having a lot of issues with this kit. I bought it to overclock. However, I am not able to get anything out of this minecraft kit. I have raised DRAM to 1.6435v
VCCSA to 1.35v
VCCIO to 1.30v
The highest freguency I could get out of this system was 4000MT/S AT 14-14-14-29 Gear 2. Anything over 4000 will not boot.

Im running 3600 13-14-14-27 1T gear 1. And that seemed to be better than the 4000 in gear 2.
Am I missing something or is this kit just not gonna go higher than what I got it too. The voltages seemed very uncomfortable to me.

System Specs
Case: ThermalTake Core P8 TG
Asus ROG Strix Z590 Gaming Wifi-A
I9-11700k OC'd 4.9 all core. (Need an AIO to go higher. Apparently 23 fans can't cool 11th gen lol)
Asus Strix RX 6750XT Max OC (dumb limited sliders.)
Corsair 1200w Platinum PSU.

You probably need to relax the timings if your shooting for over 4000+, also try putting a fan over the ram if you want to use that much voltage as hot B-die is prone to throw errors.

You're running it waaaay out of spec and expecting amazing results. If you wanted a kit of RAM that can deffo do 4400+, get the Patriot Viper steel 4400. It's top binned B die that can do insane speeds/latency.
