Now that is a hard one - no - nobody.
I'm interested in peoples suggestions too.
Plenty of similar bands in their early days.

Baba O'riely was written after Pete Townsend heard the Terry Riely piece 'Rainbow in Curved Air', which is a little hippy minamalist piece(it only takes up one side of the vinyl, which is short for T.R.'s work :)).The Who were quite unique during their time.

Off the top of my head the only artists that sound like The Who but not necessarily from that era are 'Ricky Wilde', 'Morning Dew', 'Deep Purple', 'Dwight Twilley' and maybe 'Elvis Costello'?

These are only just guesses.

Im gonna get flamed to hell and back, but the latter Pearl Jam albums have the occasional tinge of the Who,

Im a big Pearl Jam fan and agree with you whole-hearted, its PJ that got me into The Who. They even cover Baba O Riley with Steve Diggle of The Buzzcocks. Only PJ sound as good imo. Bands similar to PJ like Mother Love Bone and Soundgarden sound a lot like The Who but are no-where near as good imo.

Thanks for the suggestions guys, ill check them out :)

If we're talking about the early Who then The Jam were actually called the New Who in the mags of the day and during the early new Indie scene, bands like Oasis and Dodgy were also compared which I can also hear.
But how you have come up with Pearl Jam, Soundgarden and Mother Love Bone is beyond me.

Who's next right through to the end those bands sound lots like The Who imo.

Late SoundGarden and late PJ are the who through and through imo, they moved away from the Seatle four scene and matured into something sounding like the who.

I could probably match up songs that sound so similar they could be almost cover versions tbh. Yellow Ledbetter (even though its a take on a hendrix song) and Elderly Woman are deffo influenced and sound like The Who.

I could do that for 100's of bands but none of them will be as good as the who imo, except for PJ, Mother Love Bone and SoundGarden.

BTW Ive built guitars for both Oasis and Dodgy, didnt realise Dodgy were rated at all tbh, they were pants :D
