Its windows licence tied to CPU or combination of hardware, how to transfer Licence.....

Is it tied to CPU or motherboard or the combination of the two. I know you can transfer retail licences and you can't transfer pre built licences but what about Licences obtained for free when MS let you upgrade unactivated win7/8 for activated Windows 10, Can you transfer these to new rig?

Had similar experience few weeks ago.
Every upgrade, so far, was just one bit or another. And the only action required was to activate by phone. Follow instructions and done.
But after upgrading to a new M.2, new motherboard, but same CPU, was unable to activate my license, originally a Windows 8 upgraded to Windows 10.
The solution was, during installation, to use the original windows 8 license number, not the one generated for the windows 10 by the time of the upgrade.
Previously, was able to activate using the license provided during the windows 10 upgrade.
Yes, you can transfer. But may have to go through trial and error.
 
I think licenses are tied to microsoft accounts and usually allow for one major hardware change.
If you have already changed motherboard one on the same account, then you will need to phone them up and get it sorted.

When i changed mine to ryzen from intel, i had to phone them up as i had already changed a motherboard before.
 
Just use the original licence key that came with your copy of win7/8, in my experience it'll activate just fine with no drama.
