iTunes cloud purchases

I have a slight problem with iTunes preferences in that the option to show cloud purchases is missing. I currently have version 12.3.0.44 on El Capitan, the the problem has survived the OS X update and possible one or two for iTunes as well. The option is apparently enabled as I can see cloud purchases but cannot turn it off to view only my local library. I have the same problem on Windows 7 except that it is turned off there.

Anyone else come across this or know of a fix? Tried Googling it but not found anything all that useful so far. Out of warranty so Apple support will want to charge me £25 to advise, it would seem. iTunes support seems limited to billing, content and stuff but not the software itself.
 
Just tried a chat with an Apple rep anyway and did not get charged. Took ages to get the point across during which I was repeatedly directed to the options to hide individual purchases, which is not what I meant at all. They eventually (possibly) got the point and claimed that it is gone by design. I remain unconvinced, though sign out and in again does not help it seems. I have also tried reinstalling it on Windows and updating but to no avail. At least on my Mac it is apparently enabled but it is still annoying.
 
Ah, OK. I tried deleting the iTines plist files in the hope that this would help. Not sure if the original option in preferences is supposed to be there still but I now have some options on the view menu that were not there before, such as "All my movies/musicTV shows" and corresponding options for offline only.
