iTunes purchase Question

Guys

I'm confused I thought if I purchase a song or app under one itunes account I can then download that again to say my iPad and I won't be charged again?

or is that not the case? Recently I have lost all my music on my iPhone when the upgrade went wrong and I hadn't backed up correctly, so I went to my hotmail account looked at what I had paid for and downloaded it again and now I have been charged?

Sorry if I'm being thick here :o

It's possible (although I've never tested it) that if you just search and click buy, as you normally would for a song you don't own already, that it will treat it as a new purchase and charge you again.
