ive had case design ideas

I know it is possible, but how would you get a water-cooled solution down to 5 degrees.
Also, how would you deal with the condensation for parts arising from water that cool?
 
You can't get w/c down to 5 degrees unless the room temperature starts at below 5 degrees. Unless the OP is thinking about refrigeration/phase change/etc, in which case it isn't water cooling and isn't affordable
 
...and a potential water cool method (that needs to be actually tested, but in peripheral it should get low temps of around 5 deg C for the water temp)...
Unless you have discovered something in the laws of thermodynamics that every other scientist has overlooked, it isn't going to happen, and certainly not cheaply.
 
The theoretical concept world (i.e. in your head) is a nice, comfortable place to be. To truly assess whether your ideas have any merit you'll have to leave your safe zone and develop prototypes.

Discussing your ideas with others is the first stage though as often good ideas can be debunked simply by getting feedback and pointing out any major issues you might not have been aware of.
