My friend want me to built his pc as he only want a very quieter pc medium windows case and quieter power supply with ivybridge and gigabyte board. He not interesting on overclocked - only on stock speed. He already got high end graphic card Geforce GTX 460 and Solid State. He only want to spend no more than £700. Are these specs look ok ?

What does he want to use it for? If mainly gaming then the i5 as suggested by snips86x makes more sense than the i7.

Also, that RAM is very expensive just for some flashing lights, and if you stay with the Prolimatech cooler you'll need some fans to go with it - they don't come supplied.
 
If it's mainly for gaming then a i5 will be better. I wouldn't necessarily say a GTX 460 was high-end either, so you could try and fit a 7850 in there if you wanted to.
 
For gaming he won't need the hyperthreading on the i7. Grab the i5K whilst it's on offer.

You can use the UD3H if you want, it's has some nice geeky extras over this one. PSU is fully modular has plenty of power for dual GPUs, for when he upgrades from the 460 (I still own one OC'd to 875mhz, does me fine for now too). You are overspending on the RAM as you can see, just for blinking lights.

I've been running a 7950 off a 450W XFX for a little while, it's no issue.
But definitely get rid of the GTX460 in favour of a 7950 and i5 3570k.

My mate say thanks for this, he will have this card as a bonus. He agree that i5 3570k is fine with gaming. He was wondering does AMD good for gaming compare to Intel i5 3570K but might get lots cheaper than intel ? My mate want a flashes light of the memory as he decided to go for this one below:

Spending anything more on a PSU bigger than 550W is wasted on a single GPU. Same applies for the fancy RAM. No need to spend more than £50 on 8GB of RAM.
