iWorks free for ios

Has apple pluged the loop hole that allows an account to download other iWorks apps for free on all their devices as long as they have one new qualifying device?

I've downloaded on a new iPad air using my apple account for free, but I can't seem to download it for my 4s for free.

From what I know, it only applies to new devices running iOS 7.

Not sure if it still works but I managed to get iWorks free on my older devices after purchasing a new device. I think it does need to be installed on the new device first before it becomes available on the older devices.

If you have a new iOS 7 device and you are entitled with that for the free copies of Pages, Numbers and Keynote, you'll get them for free on your other devices running iOS 7.

EDIT: Realised that my reply wasn't remotely helpful.

I'd try logging out of the App Store within Settings, closing the App Store fully (ie. double-pressing the Home button and swiping it up), logging back in and trying again. Swiping up alone worked for me.
