Jagged Edges

My friend is having trouble and getting very bad jagged edges in games. He is using a rather old 1366x768 monitor with a VGA to DVI cable. No matter what we do these jagged edges do not get any better. Will this be due to the VGA or old monitor or something else. He had the issue with a 5770 and got a brand new 560TI today and nothing has changed.
 
Is he certain that the resolution (both on windows and in games) is set to the native resolution of 1366x768?

VGA in of itself shouldn't cause this issue - the image may seem slightly less sharp (though if it is a good monitor the difference between VGA and DVI can be tiny) but when properly implemented it won't cause the issues you mention. That said, it may be a bad VGA implementation on this model or just a bad monitor in general.
 
It's an old Packard Bell monitor and doesn't seem to quality. I've recommended he buys a good 1080p monitor. Will this solve the issue, I run on a 560TI and have non of these issues even without AA.
 
I think getting a 1080p monitor is a good idea.

This will offer him almost twice the number of pixel, most likely a higher pixel density (ie smaller pixels) and a DVI/HDMI connection (so it doesn't rely on a VGA - which can vary in quality between monitors)
