Jailbreaking is illegal for iPads?

It's not. Apple like to give it the big I am by stating you're breaking the end user license agreement but in the real world it means absolutely nothing and all you're doing is voiding your warranty - and that only applies if your device is broken and:

a) you can't restore to a legit firmware and

b) they can tell your device was jailbroken

These two things very rarely happen together.
 
You won't get arrested for jailbreaking, Its just against the terms and conditions.

Jailbreak, If something were to go wrong, You just restore to the original firmware. If the problem still exists, you take it back to Apple and they don't know it was ever jailbroken.

If you are unable to restore it, Which ive only ever seen happen due to massive hardware faults, then chances are Apple will be unable to tell that you've jailbroken it.
