Jitter in FPS Sometimes, HDD Possible Culprit?

Hello everyone, I just bought n put together my new PC now the FPS on all games is astounding, really impressed with the build and looks great. However every so often I get a slight jitter in FPS which feels HDD related to not loading a certain part of the map yet.

I tried Rift which has amazing FPS but now n again it'll jitter slightly, this happens every 10-30 seconds varying. I also tried APB:Reloaded and saw the same problem, I have a basic Hard Drive and I'm thinking this could be the culprit as I'm noticing sometimes loading programs and so forth seem to hang "sometimes" could it possibly be the HDD as it's a cheapy one? My specs are bellow.


Processor: i5 2500k @ 4.2 Ghz.

Ram: XMS3 Corsair 8gb

Graphics: Nvidia GTX 550 ti 1gb x2 in SLI

Motherboard: MSI Z77A-G45

PSU: Unknown came with the case, 700W.

HDD: Seagate Pipeline 500GB.

Gaming at 1920x1080.

The HDD was relatively cheap, £50 +/- I was primarily after an SSD but ran low on budget.

Heating isn't an issue as the processor is cooled by an CoolIT water-cooled preset, which keeps processor temps under load bellow 50 degrees. The graphics cards run around 60-75 on 50% fan speed.

Also considering the PSU could be an issue as as far as I'm aware it's a random branded one, I do have a corsair 550W but not sure if it can push out enough for the Gcards + processor overclock and the rest.

Does it sound like the HDD is the culprit? I got this one with a free copy of Windows 8 and the Media centre so I thought it was a bargain.
 
Could be SLI micro stutter, are you able to try 1 card on its own at all, I know the frame rates will be lower but if its smooth then it could be that?

Also I'd get a decent PSU asap, not only can they go bang and take other bits with them but are known for not being able to consistantly put out the needed power and in a clean fashion too. :)
