If you were turned down for a job as the employer felt you were not qualified enough, and weeks after the start date, you could see they still had not filled the vacancy, would it be cheeky, to go back to them and ask them to reconsider you for the post ???

What have you done to get more experience then to change his mind in the time between getting turned down and now?

Maybe say you will do the 1st 3 months on 25% less wage while you learn? if you want the job that much?

Worth ago, all he can do is say no.... or maybe yes :)

It shows you're eager and persistent, if you're lucky that's the sort of person they want.
 
How should i word the letter / email ??

Should i point out that the post is unfilled ??
or just ask to be reconsidered, point out a few of the important qualities i have for the post ?
 
Don't point out that it's unfilled, they'll know that of course.

As you've said just mention why you're a great candidate *despite* not being qualified. Maybe dig a bit deeper into your experience/play on your qualities a bit more.
