click on the bonus resources link and it will open the faq (this also applies to any link in "My Nation" with an (i) bubble next to it.

You need to have trade agreements in most cases (zip was lucky)

Have you found your trade menu?

Also check your inbox because that will keep yoiu informed of people wanting to trade with you.

Also go find some nations that are in the blue team and ask them to trade.

its a little confusing at first but you soon get used to it
