I've tried all the usual image viewer suspects at one time or another, but the one I've set as the default viewer on my system is JPEGView - small, simple and fast, but with some nice on-the-fly processing options. Configuration is done by editing an .ini file, but you can easily access it by right-clicking an open image, and the options are all well-commented.
If you want a freeware [viewer/manager/basic editor], check out the free version of Zoner Photo Studio... it's very much like ACDSee, but with a cleaner and less cluttered interface (IMO).
