Jumpered PSU Full Power

Is a PSU capable of pulling full power if it's just jumpered with the green and black wire?

I am just setting up my new system and aquaero and it keeps cutting out / oscillating. Initially I though the aquaero was not powerful enough to run 9 EK vardar fans, but after various testing it seems the PSU is at fault.

I can run one bank of 3 fans just okay, but when I plug my pump into the PSU it all bogs down.

It's a 1200w PSU and had a similar setup before. Pump, hardrives, tbalancer and 9 fans all connected to the SATA / molex connections. The new fans are more powerful but that's the only thing.

On the Aquaero I have the programmable fuses set to 2.5A and they haven't tripped. the most current I've seen on a header is ~1.5A which is will within the 2.5a limit of the aquaero 6.

So to me that to me leaves a PSU problem. It was fine pre upgrades so shouldn't be faulty. Which leaves me to think it isn't capable of pulling full power when just jumpered.

I've done my leak testing so I guess i could try plugging in and powering up properly. it's the only thing i can think.

Tl;dr - anyone know if a jumpered PSU is capable of drawing full power or does it need connecting properly?
