Can Arctic Silver 5 thermal compound be used on GPU's?
If "yes", where's it to be used? On the GPU chip itself?

Yes it can. And you put on the chip itself.

The thermal pads on the memory will do them fine.
It should drop the temp atleast couple of degrees. Card (and board) makers aren't known for their skills at applying thermal compound. They use either crap compounds or they slap on 4 times more than they need.
