Just bought 5700x3d (is it supposed to boost?) stuck at 3.0

So as the title says, no matter what I'm doing whether it be gaming, benchmark etc, CPU-Z is showing permanent 3000mhz x30 100.0 mhz bus speed.

Am I doing something wrong or is it supposed to stay at 3.0?

I would put a picture of cpu-z on but not sure how to link the pic :D

I believe I had no overclock before just a stock 3600 running with pbo off. When I updated bios (I had to because it's an Am4 which required the bios update or newer Ryzen wouldn't work) and installed new CPU the bios reset to defaults. Overclock/pbo is set to auto in the bios. It's an MSI bios.

New chipset was the first thing I installed once back onto desktop from installation

Mother board is b450m Mortar max, 57003xd. 16gb ddr4 3200mhz

I will try to just set it to off and report back. Which setting is CO? What does this do?

It may be a false reading from cpu-z, HW monitor is showing that its boosting to 4.1ish frequently. How the hell do i post an image? :D

I have set the curve optimizer to -30 (should this be set to all cores?) (whats the best way of testing if this is stable? or even a benefit?)

-30 seems to be commonly achievable, you can stress test with your application of choice or wing it and if you start to notice crashes then dial it back a little.
If you're at -30 then it IS a benefit assuming no crashes. Check temps with and without CO and you'll see the difference
Il do some gaming tomorrow night and keep my eye on HW monitor (hopefully no crashes). Whats the diff between -30 and say -20 then? My last question, it never seems to ease of on the clock too much even when idle? is this normal?
