Or next door neighbors make the puppy live outside 24/7, its never in the house also...
seems to be playing on its own with a teddy and ragdoll most of the time or chasing the birds or cats... other times its just crying on its own

You know this is unacceptable treatment, so why ask what other people think. Report it to the local dog warden who should be contactable through the environmental services department of your local council. Or the RSPCA.

As far as I'm aware an animal should have access to food, water and shelter. Alternatively, the puppy could 'break free' one day. Be a shame if it ended up in a home where it would actually be looked after properly.....
