Just preordered a 9800x3d, can I do a clean install on windows 11 with win 10 activation licence? Also recommend debloat software or ISO changer?

If you have a digital license on your MS account that you plan to use, then you should be able to use the key directly during W11 setup. I would recommend either using a fresh drive or creating a full drive backup just in case though!
If you have however set up the current install with a local account rather than an MS linked account then I believe you will need to install W11 as an update on your current Windows install.
