Hmmm, I may have an inkling on what may be behind this...
My cousin in India has told me about random shady operations running from backstreets that post up notices advertising easy-money type jobs (often targeting students since they're computer-savvy, speak English well and could do with the extra cash). Their job is really simple - either call up random numbers with these type of scams, or create e-mail/forum accounts to spam with whatever random crap the operation wants to put out. Being human, they can easily bypass CAPTCHAs and other blocks against bots, and being students, they're cheap to hire and pay.
I've never got one of these calls, but it seems likely they're coming from these outfits.
