Just some general problems i have here

Need to talk about a number of things:

- My PC underperforms in games and FPS is usually low and can drop in spikes occasionally (bearing in mind I have a 980 ti)
- GPU temps are fine (40c normal usage and max 75c load)
- CPU temps are pretty weird (load I got max 88c on prime95 and gaming I got 82c - on a 3570k @4.5ghz)

What are the source to these problems and how can I solve them?
 
I've also noticed that my GPU's backplate gets very hot and it sits right below my CPU cooler - could this be increasing my CPU temps? And is it also why I'm getting low FPS in games?
 
At those CPU temps I would look at a better cooling solution, I have an AIO water cooler on my rig and under full load I rarely go above 65c. Also, is your Windows install a fresh one and do you run stuff in the backgorund while gaming?

Run nowt in the background. Can't be arsed reinstalling windows but I did DDU my GPU drivers. Also have a pretty decent Noctua air cooler.

meaningless statement as you haven't said what games or settings used

The fact that cpu is running at 82deg means cpu is 100% (what is the cpu usage during gaming?) OR poor cooling (case airflow, cooler not fitted correctly, cpu cooler under specced)
 
What voltage are you using for your overclock?
You may be able to shave a little off it to reduce the heat while still maintaining the overclock
 
Under 90c your CPU shouldn't be throttling so doubt it's that. However it's still high:
- You could try putting it back to stock and seeing if the problems persists.
- Is your heatsink warm to the touch at those temps? If it isn't, then check the heatsink is making proper contact.

Aside from the CPU:
- What do you mean by "low fps"?
- What resolution are you running at?
- What games are you having problems in?
- How much RAM do you have? How much is being used in games?
