Just want the serial key?

It is the license only, some e-tailers don't currenty offer license only, if you click on a few links at the bottom of that page you will find more than one e-tailer selling the license only, it's not a mistake my M$, it's just that not all e-tailers do the license only.

Even though it's not a UK site you can still purchase the license and it would work with the UK version of Vista, but, i'm not shure if you will be legaly licensed because it doesn't state in which countries the license can be used.

It would be valid, but the company is breaking MS export rules.

And I'd be very surprised if they sold the OEM license without the media.

i found my dell vista driver cd, which contained both 32 and 64 bit versions of all the drivers i need, so would it be better to go 64 bit or 32?

The info that i read stated that the license was an extra license for the "Full" version of Vista HP that you have allready purchased, not OEM, the same offer is also available for the "Upgrade" version of Vista HP.

Would the company still be breaking MS export rules with it being "none" OEM and supplied without media?

Yes. All Windows licenses are disributed through MS authorised OEM distributors (Not OEM in the license meaning) partners. When they are given the ability to distribute licenses they are given a region that they can do business in, i.e. North America or the EU. It doensn't matter what license you try to buy, if it's outside of their juristiction they are breaking their contract with MS.
