Kaspersky - Block application on all but public networks?

Hi guys,

How would I go about blocking an application from the internet apart from when I am on a public network on Kaspersky?

In the applications settings I had it set to block all network traffic, after restarting the application that will work fine and block all traffic. Whenever I set it to only work on public networks it seems to still work whether I am on a public network or not

I know I can do it using Windows Firewall it's just I imagine Kaspersky's firewall is better than Windows version and having both on would generally be a bad thing to do
