Keeping a gpu from boosting?

My GPU frequently boosts from 700~ to 1300 core clock, and 800~ to 3900~ memory clock.
Each time the clocks change it causes a micro stutter, and it's incredible annoying when using the PC for easy tasks like browsing and watching videos.

Is there a way I can force the card to stay at it's base clock speeds and not boost up and down at all?
I'm using an EVGA GTX 970
 
Pretty normal for card to go up and down and pretty unusual for tasks like browsing and watching videos to be affected, not seen it when I had 970 and with newer cards since. Have you tried cleaning the drivers.

All that said, I do not think you can force card not to boost, but what you could do is set maximum power in Nvidia Control panel, it means when your in a browser or watching video, the clock speed will stay consistently locked at boost clock speeds. Does not mean your power consumption will go up massively as if under a gaming load, but will go up couple of watts compared to if card could drop down again.
