Depends, I mean I keep my toolbox in the boot, along with an adjustable pair of pliers, doesn't mean I'm going to go and rob a place or assault someone, but I do have the means to do both.
If I get pulled over for whatever reason and they search my car then my defence is that its always useful to have a toolbox around, because you never know when you or someone else might need it

I always wonder if id get in trouble for having a Stanley knife in my pocket, I use it a lot during my day at work (plumber) and often forget its in my side pocket so I'll have it whilst food shopping after work etc.

A non locking folding blade under 3 inches in length is legal.
unfortunately most decent ones have locking blade.
