It could be a faulty psu but it could also be a false report. Asus anti surge is buggy as hell. You only have to do a search to see how many problems there are with it. What make and model psu is it and how old is it? The only real way to test a psu is with a multimeter.
A lot of people have fixed this by updating the bios on their mother board. The latest for your board is 2902 which is four versions newer than the 2604 that you have installed. Each newer version has been to improve system stability so it's well worth flashing to the latest. You can download it here. Once downloaded unzip it ans put it on a usb stick. Reboot and enter the bios. Go to the tools section and click on EZ-Flash. Follow the instructions and point it to where the new bios is and select it. It will then ask if you are really, really, really sure you want to do this. Hit yes and let it do it's thing. Do not disrupt the process or turn off the power while the flash is taking place. Once done it will either reboot or prompt you to reboot. ***Please note that flashing the bios will reset all the settings so if you are overclocked or have any particular settings write them down before flashing. Also, use the method I have described above. Do not use any windows based software to flash the bios.
Others have just disabled Asus Anti Surge and don't appear to have had any problems while others have replaced their psu and the problem has been resolved. There is no definate answer for this problem. I would say that if you have a decent psu and it's not that old then it's a false report. Try the free methods to fix it first anyway.

I would be tempted to disable the damn thing. Actually I think I did just that back in the socket 775 days on a Asus X48 board and didn't have any problems. What make and model psu is it and how old is it?
That was actually one of OCZ's better units and built by Great wall. Even Jonnyguru gave it 9.5/10 when he reviewed it. The only real way to test it is to use a multimetter. I don't suppose you have access to one?
