Keyboard not recognised on cold boot?

Hey all, had my build about a week now and having a strange issue.

My USB keyboard isn't being recognised on a fresh start-up. Unplugging it and plugging it back in seems to fix the issue. The strange thing is, that when I simply restart my PC - it's recognised and I don't need to do the whole replug thing.

Any ideas? A small one but mildly annoying.

Does that happen on all USB headers? I had the same problem years ago and it was mega annoying. Unfortunately I can't remember how I fixed it.
 
Check to make sure the motherboard doesn't have designated 'keyboard/mouse' socket(s)
Other than that make sure it's a usb2 socket if you have one, I've read something about usb3 being an issue for some motherboards.

The reboot not having the issue says to me it's 'bios related', reboots don't usually go through the whole 'start up' sequence of the motherboard. So it could be a setting in the bios or socket related like I said above.

@Harnser - yep happens on all the ports, tried every one and no joy.
@OldKitMan - yes, sorry should have probably included that in the OP: it is actually an MSI MAG B660M MORTAR

SOLVED: played around in BIOS settings and disabled the 'fast boot' setting, which ironically doesn't seem to have had an effect on the time to boot OTHER than the keyboard now being recognised on first boot!
