Kinect by Microsoft

Anyone with any knowledge of how I can get access to the functionality of this device, even if it means learning 360 development?

I keep planning to look into this myself, but just haven't had the time yet.

Have you looked here? Its the Windows SDK that includes some sample code.

Have a look at OpenKinect, there is a wrapper for Python if Python is what you're planning to use.
