Kingston KHX8500D2T1K2/4G Hyper X DDR2

Running in a Jetway MA3-79GDG Combo motherboard.

The datasheet says:

Each module pair has been tested to
run at DDR2- 1066MHz at a latency timing of 5-5-5-15 at 2.2V - 2.3V.

My motherboard only goes upto 2.2V and im setting the timings to 5-5-5-15 but in cpu-z its coming out at 5-7-6-23.

Any ideas? Is it because it needs 2.3v?
