Knackered power supply?

Guys could someone kindly tell me how to test if a psu is broken? I have put together an old c2 duo system for my dad and whilst the green light is on the motherboard, nothing will power up. I've changed the power lead as the last one did not even make the green motherboard light come on. I checked that plug and the fuse had blown.

I've also unplugged all things inside that may be drawing power and still nothing. I think I need to do a test on the psu to see if its working.

Advice on how to do this is very much welcome.

Oh and I've checked all connections and everything is plugged into the motherboard as she be including fan power and 24 pin connectors.
 
Unplug the 24 pin connector, get a piece of wire (a paperclip will do) use the wire to connect the green and any black wire of the PSU.
The PSU should power up and if you connect a fan to one of the molex connectors the fan should run.

This only tests the PSU will fire up you really need a multi meter to test the voltages as well.
