Kolink SFX 250 good enough for RX460 and I3?

They are a unknown so I wouldn't touch one and would certainly never recommend one. There are no proper reviews of anything but their Continuum 1200 platinum model so we know nothing at all about any of their other models. There have been rumours that Huntkey is the oem for the lesser units which should set the alarm bells ringing. Huntkey units have has a reputation for blowing up and/or catching fire. At less than £30 for a SFX psu I dread to think of the quality of the internal components. Do yourself a favour and buy a quality psu from a well known manufacturer that has reviews for the unit you are interested in.

The Silverstone Strider SST-ST30SF is a ok budget SFX psu. Going from OCUK's description they sell the v1 which is a FSP built unit with a 22A/264w 12v rail. Here is a review. This model was replaced by the v2 last year which is a Sirtec built unit with a 25A/300w 12v rail.
