Lack of power damage gpu?

So my brother built a rig, he has a 390 8gb and has been running it with a 600w corsair cx600. I've just had a look and noticed it's underperforming, could the gpu have been damaged by lack of voltage?
 
I think your somewhat confused. The wattage of the power supply and voltage it delivers are two different things. A 600w power supply could happily supply anywhere from 1w upto 600w (And probably a good chunk above that before it goes pop) where as the voltage it supplies on the 12v rail will always be extremely close to 12v unless it has some kind of fault.

Running PSU's at either extreme (either very low wattage or very close to their maximum) will make the much less efficient than they would be in the 40-60% of their maximum range and you may shorten their lifespan slightly, but you wont be damaging any components.

thanks for the reply, he's got a heavy overclock and the 390 power requirements state 750w+ PSU if say the power was chocking to the 390, could lack power damage the PSU?

Manufacturer power requirements are a nonsense, designed to cover them when people try connecting their new card up to a £15 "750W" PSU from eBay. The whole system won't even break 500W with a heavy overclock, let alone 600W.
