lag in game problems

Hello, I`m looking for some help
The only game I play and have installed on this PC is World of warships.
When in game I get small lags/stutters and it just doesn`t seem to run smooth, this was while running windows 8.1 with latest graphic drivers, also tried older drivers.
So I did the windows 10 upgrade, then a clean install of windows 10, installed latest Radeon Crimsom driver 15.12 and chipset,no difference, still getting lags ingame.
I then installed the 16.1.1 hot fix driver but still no good.

The computer runs well in general, startsup and shuts down quickly,Browsing internet, utube, twitch Ect all ok. But I still get some lag ingame, I have a 50Mbps BB with awired eathernet conection and am gettin around 60fps in game..
I read that unparking the the cores on the CPU and setting the power plan in Windows to `performance` might help but I sill get lag.
In game the GPU load never goes above 50%
One thing i`ve noticed is, that in GPU-Z when I mouse over `Bus Interface` field it says "The graphics card reports that it supports: PCI-Express x16 V3.0
It is currently running at: PCI-Express x16 V1.1". When I run the render test or start the game it changes to`running @ PCI-Express x16 V2.0` in the Bus interface field, circled in red on the screen shot.

Looking at my motherboard specs it has 2x PCIe2.0 x16 slots, one @x16 speed and the other @x4 speed.Could this be an issue, could it be because my motherboard doesn`t support PCI-Express v3.0 graphics card?
(I had the pc spec checked here before i bought it)

Is there anything else I can do or try to get rid of this pesky lag?

Is a Upgrade of hardware needed(funds are tight atm)? My system should be able to run this game right? I`ve used the lowest video settings ingame but this makes no difference either.

I doubt it's your hardware, I'm rocking along with this using two GTX 580's in SLI @ 5760x1080 and an i7 870, much older kit and half the VRAM you have, I get some lag which I find goes if I quit and rejoin ie server rather than hardware imo.
 
the lag`s not as bad as in that video. It`s happens for a split second or 1, when a ship is sighted or get close to other ships.
@ci newman yes have tried that in the Radeon settings but it still does it. I get 58-65fps and ping around 30ms all the time ingame.

Thanks for looking anyway, guess i`ll just have to put up with it.

I had the same "stutter" problem with my FX-9590, this and DX9 games in general just don't play nice with AMD's current crop of CPU's.

The i5 sorted it, for this even an i3 would but i wouldn't recommend the i3 over the FX for anything modern DX11 and 12, the FX-9590 was actually a little faster in some things than the i5 while very comparable all other times.

Personally i haven't played this game for a long time, you get punished for being good at it, with a Tier 6 Ship you get placed in Tier 8 Battles so you are massively out-ranged and out-gunned by everyone.
Try taking on Tirpitz with its 30kn+, massive 25KM range, massive firepower and impenetrable armour with a WW1 US battleship lumbering along at 20kn and a range of 15km, Tirpitz can take you out in minutes long before you get in range and does every time.

It was good up to a point, now its just annoying and pointless.
