Laggy Screen on Ubuntu

Here are my Specs:
AMD Quad Core
8GB RAM
1920*1080 resolution (via VGA)
HD3200

I have ubuntu 10.04 installed with all the latest updates and proprietary drivers for ATI installed. No desktop effects enabled.

When playing videos (via VLC or Flash) especially, the screen looks laggy...almost as if I can see it refreshing (if that makes sense)...

...what could be wrong?
