Disable any bloatware (includes things like keyboard/mouse softwares etc) running on background and try this:

I agree with the others, a full format would be the best way forward.
Here are a couple things I can think of software wise that you can try. I'm prolly gonna repeat a few things that were stated so sorry about that:
1) Drivers -
i) Gfx - uninstall, then reboot and do a cleanup using drivercleaner or something similar. Then reboot again and download the latest driver for your chip.
ii) Chipset -motherboard. You didn't mention what you have, but its likely that theres a new version available.
iii) Sound - It wouldn't hurt or take up much of your time to update these.
2) Maintenance
i) chkdsk - bring up the command prompt and type "chkdsk <driveletter:> /r"
(this can take many hours depending on the volume size)
ii) checking integrity of system files - on command prompt type
"sfc /scannow"
3) Hardware (error) testing:
i) Try a prime95 test and see if there are any issues (especially heat
related)
ii) memtest for ram
iii) ATiTool Stress test for artifacts.
Make sure you monitor the temps for your hardware as you do this. Even if you aren't overclocking its possible to get very high temps for loads of different reasons.
Misc:
i) Set your hdd in the device manager in the "optimise for performance" setting
ii) Check the services that are running on your pc and close down those that you don't need or those that shouldn't be there.
iii) Defrag (using preferably something better than the windows one)
iv) Check HDD S.M.A.R.T status
v) Disable windows indexing (slows down searches but reduces hdd thrashing)
vi) Disable antivirus real-time (sometimes called on-access) scanner.
vii) Disk Cleanup
viii) Uninstalling -> regcleaner -> defrag -> Reinstall + patch the games causing you troubles.

The lag you're describing, Do you mean stopping and starting at random intervals, As I used to get this. It was caused by my graphics card though, Some how, and it wasnt me lol, My PCIE Frequency was set at some stupid random number.
It should either be auto, or 100. Worth a look
