laing ddc 18w pump quickie

in the 18w ddc pump there is a blue wire that attaches to a 3 pin header where would be the best place to plug this into??? im assuming the cpu fan header on motherboard

CPU fan header yes but any will work.

Yes, all it does it tell you the speed the pump is running at. I plugged mine into the CPU header which I also set via the BIOS to turn off the PC if the pump (motherboard reads it as a fan) turned off or dropped below a certain rpm. A handy little safety device.
