Laptop 19v power adapter showing 18.66v on Multimeter - Problem?

I have an issue with a laptop Charging intermittently, the power adapter is giving a solid 18.66v on the output. Is this within the realm of normal or likely to be causing the problem please?.

I would say it's normal. It's less than 2% out, which is likely to be within tolerance.

I would echo that it should be within tolerance.
However, whenever I have measured output supplies have tended to be above the nominal and once a load kicks in there's drop like the vdrops you tend to notice with hardware monitoring programs.
Does the intermittent charging have any pattern, or can it be triggered by moving the cable etc?
