Laptop AC power adapter Query

I need to test the AC power adapter of a Toshiba laptop for a friend tomorrow as the laptop won't turn on and I need to know if the adapter is faulty or it is something else like the laptop itself.

If I had an adapter which had the same connection, could I use this for testing without causing damage? I was told many moons ago that each adapter supplies a set amp output and if its too much or too low, it could well damage the laptop. Is this true or should any 12v power adapter with the same connection to laptop do he job.

It will either be 15v or 19v for a toshiba, I wouldnt just plug any old adapter in only a laptop one as the polarity might be reversed and it could blow the board, try and get hold of a multimetre thats the best way.
